Qingpu District has actively promoted welfare socialization by speeding up the construction of bead-house facilities for the aged and probed the way of providing service for the aged in their homes. Making good use of the “Star Light Plan”, the district enhanced the renovation of the poorly-equipped bead-houses, and brought 6 bead-houses of Yingzhong bead-house, Xicen and Jinze bead-houses of Qingpu Town into the third phase of “Star Light Plan” and into the list of municipal practical projects. 51.44 million RMB yuan have been spent for the setting up of 65 recreation rooms for the aged. The district has also made some achievements in welfare lottery distribution. 300,000 sets of Goat-Year welfare lottery have been sold, instantaneously-opened welfare lotteries have been sold by 3.8 million RMB yuan and computerized welfare lotteries have been sold by 13.42 million RMB yuan.
The social assistance system is getting further perfected by setting up Town Social Assistance Administration Offices to implement the “One Door To All” operational system for the social welfare assistance.
“One Door To All” system uses the town communities as the “doors” to integrate all the policies and resources from higher administrative units to the grass-root units of various channels for the data collection and statistics so as to avoid unnecessary repetition or omission, thus improving the efficiency and effectiveness.
