Present Status——The district has built a certain amount of fundamental facilities for the development of modern information technology in the past few years and they have played an all overall role in providing a relatively perfect hubbed network for the promotion of an electronic governmental administration, electronic commerce, electronic information industry, and the informatization of enterprises and town & community, public service of social information, etc. A shared communication network has covered the whole district with “One City (Qingpu New City), Two Towns (Zhujiajiao Town and Xujing Town)” as the center. Modern telecommunication network using light fibers as transmitting media has also covered Qingpu District and the cable television has been connected to “all the villages through”. Total switching capacity of the district in 2003 reached 228,000 lines and number of fixed telephone sets reached 186,000. The rapidly developed network of mobile phones has almost covered the whole district with a combination of broad band network from key points to the whole area and 31,300 families are using broad band service now. The ownership of computers reached 52.8 sets per 100 families. Especially the electronic governmental administration, as the “Bellwether” of the informatization, has been developed fast with the completion of district network for governmental administration, business and public information. Automation of governmental work is already set going and the website of “Qingpu, Shanghai” is showing a brand new look to the whole nation and overseas as well. More governmental information is getting open to the public and the information for public service is accumulating daily. The function of “working on the website and service on the website” is getting more comprehensive everyday so it is providing greater amount of information for the enterprises and citizens.

    Future Development——The construction of fundamental facilities for modern information will be further developed and perfected around the urbanization and the function orientation of the “Four Areas Construction”. The district will provide better planning of fundamental information facilities and make greater efforts in promoting the “Merging of Three Networks” so as to encourage the comprehensive usage of information and share it with the society, thus creating more favorable conditions of information facilities to speed up the information industry and the informatization of enterprises. Especially in those areas as “One City and Five Sections” and the municipal-graded Qingpu Industrial Garden, state-graded Export Manufacturing Area, and Experimental Areas for Commerce Cost Deduction, and those areas where Qingpu’s image, strength and level will be shown, the district will further strengthen the planning, construction, perfection and administration of the information fundamental facilities and lay a solid foundation for the building up of a better-off society of Qingpu.
