Overall Economical Value
Qingpu District
saw a continuous growth of its integrated economic strength in 2003
with its GDP topping over 20 billion RMB yuan for the first time and
valuing 20.71 billion RMB yuan, with a growth of 22.8 % and 5.9
cent-point over the last year. It is the top-most growth of GDP
since 1998 and a new level over the annual growth rate of 20 %.
Among the figure 0.97 billion, or a growth of 4.8 % over the last
year, is from the primary industry, 12.8 billion, or a growth of
23.8 %, from the secondary industry and 6.93 billion, or a growth of
23.8 %, from the tertiary industry. The economic structure is
changing continuously with the ratio of the three industries being
4.7 : 61.8 : 33.5. Compared with the last year, the primary industry
dropped by 0.8 cent points, the secondary industry increased by 0.5
cent points and the tertiary industry increased by 0.3 cent points.
Industrial Economy
The industrial economy of the district is developing rapidly and
the economic efficiency is increasing continuously. The district
obtained a total industrial output value of 57.6 billion yuan with a
growth of 23.1 % over the last year, among which 45.38 billion yuan
was produced by the towns' industry, 1.38 billion yuan by the
district-subordinated industry and 10.84 billion yuan by
municipal-graded Qingpu Industrial Park. Enterprises of the district
level produced 40.63 billion yuan of the output, comprising 70.5 %
of the total output value of the district, of which 21.69 billion
yuan, or 37.7 %, was produced by 76 enterprises whose output value
over-passed 100 million yuan. Viewed from economic categories,
state-owned and collectively-owned industrial enterprises produced
7.17 billion yuan of the output, jointly-ventured industrial
enterprises produced 26.04 billion yuan of the output while private
industrial enterprises produced 24.39 billion yuan of the output.
The total output values of the three categories of
state-and-collectively-owned, the joint-ventured and private
enterprises comprised respectively 12.4 %, 45.2 % and 42.4 % of the
total output value of the district. The industrial economic
efficiency is increasing steadily with an industrial profit value of
2.62 billion yuan of the year, with a growth of 24.6 % over the last
year. The annual production and purchase rate was 98.1 % with an
increase of 0.5 cent points over the last year. The synthetic index
of the annual industrial economic efficiency was 146.7 of the year.
Attracted Foreign Investment
New achievements were made in the attraction of foreign
investments in 2003. 210 jointly-ventured enterprises got approved
in the whole year and the contracted foreign capital reached 2.38
billion US dollars (including the added amount) with an increase of
109.2 %. Actually invested capital reached 0.39 billion US dollars
with an increase of 74.4 %. The foreign enterprises are continuing
to increase their investment. They increased their contracted
capital by 0.4 billion US dollars in the year, composing 16.8 % of
the directly-invested contract value by foreign enterprises in the
district.
The district has totally approved 1,895
jointly-ventured enterprises in the past years and absorbed
contracted foreign capital of 7.59 billion US dollars with a
registered capital of 4.95 billion US dollars.
infrastructure
Communication
By the end of 2002, there are all 175737 fixed-phone users with a
main line penetration rate of 39.5 lines per 100 persons. The amount
of communication by telephone is 7.6451b times and the total
capacity of automatic telephone exchange is 215,120. There are 17500
Internet users including 11800 broadband network users. Broadband
network has covered 95% areas of Qingpu District, and the length of
optical cable has reached 28980 kilometer. Mobile phone users in
Qingpu district reached 82000.
Transportation
Situated in the west of Shanghai, Qingpu is at the juncture of
Zhejiang Province, Jiangsu Province and the city of Shanghai. Lying
within the central area of the Yangtze River Delta Economic Circle,
Qingpu serves as a hub jointing the east and the west and radiating
the whole East China.

Qingpu is only 6km away from Shanghai
Hongqiao International Airport and 40km from Shanghai Pudong

Ocean Transportation:
Qingpu is only 45km away form Shanghai
Port and about 50km from Shanghai Container Wharf. Goods containers
can be exported directly.
Water Transportation:
Dianpu River, Maojing River, Taipu
River, and Shangda River flow east-west while Xidaying River,
Dingdaying River, Youdungang River flow north-south. All of them are
navigation channels of above Class 6. These channels connect Suzhou
River in the north and Dianpu River in the south; and they are open
to navigation channels of Jiangsu, Zhejiang, etc. There are 16
channels through which 500-tonnage ships can navigate. Dianshan Lake
and Taipu River are golden waterways joining Huangpu River.
Human resources
Professional Training
There are 9 professional training instituations of various kinds
in Qingpu. Every year they can offer 5000 person-time training for
the employers, including primary level, intermediate level and
going-on-duty training. The training courses cover electronics,
computer, automobile, clothing, radio, digital machinery tool,
electrical engineering, marketing, e-commerce, catering, hotel
service, photography and decoration, etc. And they can formulate
specific training programs and schemes according to the different
requirements of individual employers and offer trainings with
specific orientations or trainings with the intention of talents
reserve.
Talent Market
There are two intermediary service organizations for talent and
labor force in the district. One is the Qingpu Talent Service Center
attached to Qingpu District Personnel Bureau; the other is Qingpu
Job Agency attached to the Qingpu District Labor and Social
Insurance Bureau. The job Agency has its branches in every town of
Qingpu. In Qingpu, there are three regular large-scale talent
exchange meetings in spring, summer and autumn and many other
irregular or specialized sessions of these activities, which attract
as much as 20000 people annually. We have a professional talent

Personnel Bureau and undertaken by the Qingpu Talent Service Center.
Now there are 5000 register users with this website. The employing
units can choose talents at any time on it. In addition, now every
year 40000 students graduate from Shanghai 45 higher education
institutes and they are the largest human resources for Qingpu and
other districts in Shanghai.
