2007-08-08 Qingpu Builds Harmonious Water

| The Qingpu District has the
largest water area in proportion to the total in Shanghai. In line
with Shanghai's water area enhancement action, the District last
year decided to renovate the 1,119 riverways in its towns and
villages in 3 years. The measure aims to improve the
self-purification function of the water area. Through controlling
pollution sources, Qingpu will build a harmonious water
eco-environment. According to a villager in Xianghuaqiao Street,
it's the largest riverway dredging since the reform and opening-up.
Urban and rural residents expressed their gratitude to the efforts
to improve the water area. Qian Xuezhen, the Party Branch Secretary
of Tailai Village of Xiayang Neighborhood, thought highly of the
improvement and said, "the water area enhancement action is really
beneficial for the public." In the 1st session of the 3rd Qingpu
District People's Congress this year, the delegate Tao Juying of the
Qingpu District People's Congress put forward the No. 094 proposal
in written form, requesting to include the improvement of some river
sections in villages alongside the Taipu River in Liantang Town in
the water area enhancement action. Obviously, residents become
highly aware of the environmental-protection.
According to an official from Qingpu's Bureau of Water Resources,
in the principle of "preserving and improving the primitive
ecology", the District worked out three guidelines. First, dredging
the water area: eliminating garbage, sunken boats, fishing nets and
illegal structures by the riverside, while keeping the natural
bottomland and marsh if they do not block the flow of water too
much. Secondly, consolidating slopes along the riverside. Making the
best of the natural plants and keeping the U-shape slopes in places
where soil quality is good and vegetation is rich. Meanwhile,
growing plants and lowering slopes in places where soil quality
isn't good and vegetation is little. Thirdly, preserving riversides
with rich vegetation and solid bank, growing more plants on those
with sparse vegetation and loose bank, and growing plants and doing
maintenance on riversides without vegetation. By the end of June,
236 riverways or 234 kilometers riversides have been dredged.
Following the achievements in improving the riverways, the Finance
Bureau of the Qingpu District plans to invest RMB5 million annually
in rewarding maintenance of clean riverways in villages instead of
the past practice of just granting subsidy. The investment will
support villages to keep riverways clean. In a word, it is hoped
that rivers are kept from pollution once they are cleaned up.
Now, the 800-mu Dadian Lake in Zhujiajiao Town has been dredged,
thanks to the past year's dredging project. Riversides are expanded,
revetment is built and landscape greening is implemented. The
ecosystem of the lake has been greatly improved. The ever-extinct
fish and shrimps again appear in the Dadian Lake, making it like a
"Little West Lake" with green mist-covered water and leisurely
flying egrets.
Besides, in view of the water quality of the Dianshan Lake and
its status quo of aquatic resources, the Qingpu District implemented
two-round environmental protection schemes to improve the water
quality of the Lake. Since farmlands, rivers and lakes are
interlinked, according to relevant authorities of the Qingpu
District Agricultural Committee, control of the pollution sources is
the key to the problem. Agricultural source pollution regulation
mainly relies on reduction of chemical fertilizer and pesticide by
plant industry, popularization and use of high effective and low
poisonous new pesticide, generalization of organic and inorganic
substitution techniques (organic nutrient replace some inorganic
nutrient) as well as decrease of use of nitrogenous fertilizer. The
Shanghai Finance Bureau subsidized RMB9,425,000 and the Qingpu
District Finance Bureau subsidized RMB3.77 million over the past 4
years. Meanwhile, pesticide spraying machines are renovated to avoid
pesticide spilling by old machines. The Qingpu District promoted
more than 1,400 small spraying machines in 2004, 3,730 small and 150
large spraying machines in 2005, and 676 new spraying machines in
2006, among which there were 276 large single-frame spraying
machines and 400 atomizing machines. The Qingpu District Finance
Bureau subsidized RMB1,887,400 on machinery renovation.
