How to promote the
elementary education of suburban areas towards a higher level after
investment increase in teaching hardware facilities? The answer by
Qingpu District is to improve its soft strength. Centering on
education modernization and teaching, the District spares no efforts
in pushing ahead with the connotation development. Through the "Four
Projects", the construction of teachers' team has been strengthened
and their "proficiency, work attainment and life quality" has also
been effectively enhanced.
The recruitment and cultivation project for young teachers: in
2002, the Qingpu District took the initiative to implement the
"Attraction" policy, with 20 million yuan invested in total to
recruit more than 1,800 young teachers, mainly students graduating
from "211 Project" and provincial-level normal universities. Among
them, more than 60% were sent to rural schools to teach. This year,
an incentive policy was promulgated to encourage higher education
(mainly postgraduate education) of on-job teachers. As many as 320
teachers have signed up for the examination for postgraduate study
in the education category. A 3-year strengthened systematic training
was also initiated, targeting all the District's preschool teachers,
who were recruited from 2002 to 2006 and did not major in preschool
education.
The training project of eminent and outstanding teachers: in
recent years, two separate elections for the District's outstanding
teachers have selected a batch of eminent teachers, top-grade
teachers, model teachers, excellent teachers and new outstanding
teachers, with generous awards granted to them. Meanwhile, seven
project studios were established to provide a stage for full
exertion of these teachers as well as for emergence of more
outstanding teachers. In addition, all English teachers of Qingpu
District participated in the strengthened oral English training
given by foreign teachers and nearly 40% of them went to U.K. and
Australia for further intensified training programs.
The stabilization project of rural teachers: in 2005, the
District launched the "Rural Teachers Stabilization Project" and
invested more than 10 million yuan every year in awarding backbone
teachers according to the 3-thousand-yuan-per-capita standard. Under
concerns of their party committees and governments, one town after
another implemented the allowance system for backbone teachers,
leading to an apparent decrease of teachers asking for transferring
to urban schools and even a teachers' "backflow" in recent years.
The project of cultivating eminent headmasters: the Qingpu
District Education Bureau established the "Headmaster Cultivation
Office" and the "Headmaster Development Office". Through such
approaches as headmaster's forum, supplementary communication, topic
guidance and training under a special topic, the headmasters'
capability of implementing the quality-oriented education has been
promoted. It is learnt that the supplementary communication between
Qingpu and such central urban districts as Changning has also
entered a further stage.
