For Qingpu, Shanghai's
construction of the New Hongqiao Transportation Hub is considered as
an unprecedented opportunity. Furthermore, it is an important
strategic decision to construct and develop a high-quality
ecological business center in Xujing Town adjacent to the Hongqiao
Hub, which concerns Qingpu's future development in the coming years.
Recently, the Qingpu District Government has held a special meeting
to deploy the construction of the New Hongqiao Hub Business Center.
With the approaching of the 2010 World Expo and the construction
of the Main Functional Areas for the Yangtze River Delta's
Integration, it is expected that the Hongqiao Hub's surrounding area
will become Shanghai's 3rd Business Center in the future. Qingpu has
brewed the development plan of the Business Center since June, 2005.
Currently, a detailed plan for the 1,500-mu surrounding area of the
Qingpu Speed Public Transportation Hub is being publicized, while an
overall plan for the 7.2-square-kilometre area is under intensive
drafting.
It is learnt that the 1st-stage task is to kick off the
ground-breaking of the metro lines and ensure their opening to
traffic before April, 2010. During this period, breakthrough of the
metro lines should be planned, with land expropriation procedures to
be completed, and breakthrough of Songze Elevated Highway, ground
roads and Yinggang Road should also be ensured. At the 2nd stage,
the construction and development of comprehensive business
supporting facilities including bus interchange centers, stereo
parking lots, office buildings and hotels need to be launched. At
the 3rd stage, efforts should be made for the reconstruction and
improvement of the overall 7.2-square-kilometre road network, and
the construction of the townscape including afforestation and
watercourses as well as related infrastructure should also be
reinforced. According to Jiang Yao, the District Governor, all
related departments are required to seize every minute to greatly
promote the construction of the Business Center.
