Qingpu blazes cross-border e-commerce bonded import up to 1 million order lists, with an increase of 11 times compared with 2016. Trade amount reaches near 400 million yuan, ranking the 2nd of Shanghai.
Firstly, Qingpu focuses on three centers and facilitates platform construction. The cross-border e-commerce bonded logistics center has completed filings for 31 supervision offices for cross-border e-commerce logistics, 5 enterprises for foods and cosmetics warehouse, 1 logistics supervision office and 14,208 varieties of e-commerce commodities. As for Cross-border E-commerce O2O Commercial Center (namely, Cross-border Trade Town), covering 960 varieties from 91 countries and regions, Huaxin Xijiao International Import Commodity Direct-marketing Center has imported 22,800 standard containers, with a year-on-year increase of 126% and value of 650 million US dollars; 46 imported brand shops in Zone A of Outlets embraced its sale volume taking 26.5% of overall sale volume of Outlets; Ganso Dream-world has completed architecture capping in December, offering industrial development carriers including O2O experience; JSWB Cross-border Furniture Experience Center has actively explored and arranged online business of imported furniture and offline exhibition experience, and registration procedures are currently under processing. In terms of Cross-border E-commerce Industrial Incubation Center, Donglong Project built in West Hongqiao by Pegasus Brigade focuses on construction of supply chain industrial ecology, which office space upon signing and leasing reaches 15,500 square meters, with lease proportion of 91% and 52 registered enterprises. Re&We supermarket has been under smooth operation at the National Exhibition and Convention Center.
Secondly, the district pays attention to policy supports and promotes enterprise development. The first ever of district-level foreign trade support policy was released in 2016, namely the “Detailed Rules for Implementing Cross-border E-commerce Pilots in Qingpu District”, in a bid to establish special support funds. The district has supported 21 projects in total for companies including Greenland Group and Shanghai Ymatou Network Technology Co., Ltd., with investment amount of 16,283,800 yuan in total, thus promoting enterprises into top clout. The district offers rental subsidy in separate 3 years for leasing and operating houses of enterprises related to cross-border e-commerce, helping for 3 enterprises with 7,250,000 yuan in total for last year. It is successful to introduce a cross-border payment enterprise of Shanghai Gujin Investment Co., Ltd. and a cross-border cold chain enterprise of Shanghai Minglian Supply Chain Management Co., Ltd.
Thirdly, the district focuses on procedures optimization and promotes real efficiency of supervision. Through “single window” of governmental authorities including custom, national inspection, foreign exchange, statistics and taxation, the district optimizes business procedures, with its e-commerce enterprises, payment enterprises, logistics enterprises and storage enterprises directly networking with Shanghai Cross-border E-commerce Public Service Co., Ltd. The third-party payment enterprises that meet conditions are allowed to link up into Direct Mode, which is successfully copied into fields such as Caohejing exported processing zone and Xibei bonded logistics center. Exploring systems like innovative commodity filings and goods supervision, the district continually implements such convenient measures as “one filing, multiple functions”, “entering the zone before custom declaration”, and “goods entering upon batches, applying for in a collective manner” in terms of custom entry, thus lowering cost of enterprise operation.
Seizing opportunity of China International Import Expo, Qingpu will continuously advance the “three centers” construction for cross-border e-commerce platform, and expand bonded import scale, thus offering offline exhibition space for overseas sellers and realizing online sale and offline linkage exhibition. In the meanwhile, the district aims to strengthen connection with Shanghai Custom, so as to strive for cross-border e-commerce B2B export pilot and promote cross-border e-commerce into a new breakthrough.
