With a total area of 675.5 square kilometers, Qingpu now has 428,800-mu arable land, including the 350,600-mu grain field. The District, composed of 12 towns and 1 industrial zone, has the population of 452,400, among which 345,100 is agricultural population and 217,200 is labor force. In 2001, the District saw a gross domestic product (GDP) of RMB14.42 billion. The agricultural added value was RMB882 million, with an increase rate of 4.8%, accounting for 6.1% of the District’s GDP. The District’s gross industrial and agricultural output value (at the constant prices in 1990) was RMB44.47 billion, among which the agricultural output value was RMB1.63 billion, accounting for 3.67% of the total value. The per capita income of farmers in Qingpu was RMB5,778.
Characteristics of Qingpu's Agriculture
In recent years, as the secondary and tertiary industries have been on a fast track, Qingpu has set a goal of increasing the agricultural output and farmers' incomes. The District has, from the perspective of practicality, laid the emphasis on development based on its resources advantages and promoted the industrialized, large-scale and intensified development of the agriculture, with remarkable changes in the product structure and quality, operation scale and method as well as productive specialization.
1. It has developed a batch of special farm products and formed production bases with local features.
In recent years, in the light of its water town features, Qingpu has fostered and developed many farm products characteristic of the water town by giving play to the regional comparative advantages and adjusting the farm product structure. Also it has seen a regional layout with quite a few large-scale production bases and professional production households. Towns in the Dianshan Lake Region have focused on producing the special marine products featured in freshwater shrimps. The low land in the southwest area has developed the aquatic crops such as wild rice stems, planting over 40,000-mu wild rice stems, with an annual output of over 90,000 tons. Liantang's wild rice stems are known far and near. Towns in the north along the Suzhou River, home of the largest production base of early-maturing vegetable in suburban Shanghai, have planted more than 50,000-mu vegetable, melon and fruit and could produce over 300,000-ton vegetable a year. Zhaotun, the Land of Strawberry, has produced over 12,000-mu strawberries, with an annual output of 18,000 tons. While towns along 318 National Highway, with Qingpu Town as the center, have planted over 20,000-mu flowers, seedlings and fruit trees.
What's more, waterfowl cultivation has prevailed in the river areas of Qingpu, where over 10 million ducks are bred and over 20,000-ton fresh duck eggs are produced annually. Qingpu is the largest producer of ducks (raised for its meat) and duck eggs among all suburban districts of Shanghai.
2. It has established many leading enterprises and formed multiple integrated modes production and sale.
By introduction of outside investment and farmers' investment, a new layout of diversified agricultural investment has taken shape, with 30 leading enterprises of industrialized operation. Take the production and procession leaders for example, 13 of such enterprises have the annual sales amount of over RMB20 million, such as Daying Poultry Corporation, Quanjia Diary Products Plant and Qingxi Eggs Production Association. As for the circulation-driven leaders, 5 of them have the annual sales amount of over RMB50 million, such as Carrefour Food Distribution Center, Shangta Aquatic Product City and Wild Rice Stem Market. Concerning the foreign exchange-earning leaders, 4 of them have an annual export amount of US$1 million such as Shengtian Company. Besides, there are 8 marketing giants with the annual sales amount of over RMB5 million. 3,984 people directly engage in the industrialized operation, leading to the participation of over 31,000 households. With over RMB430 million fixed assets invested, the industrialized operation achieved the annual sales amount of RMB1,135 million, the profit of RMB29.42 million and the export proceeds of US$6.41 million.
3. It has attracted investment in agriculture and formed a new multiple investment mechanism.
The adjustment to the agricultural structure and the implementation of industrialized operation require a lot of capital investment. Apart from the financial appropriation from the state, the city, the district and the town governments, Qingpu has, by making great efforts to attract investment and raise funds from various channels, formed a new multiple investment mechanism composed of foreign investment, domestic investment, joint ventures, private businesses, individually-owned businesses and joint-stock businesses. The foreign-funded projects are Quanjia Diary Products Plant (Korea), Jiaoda Flowers (USA), Fuxing Edible Mushrooms (Taiwan), Youhan Phalaenopsis (Taiwan), Nongyou Seed and Germchit Company (Taiwan), etc. The domestic-funded projects include Palm Seedlings (Zhongshan, Guangdong), 1,000-mu "Baiyu" Loquat (upon cooperation with Wujiang, Jiangsu), Minke Perilla Leaf (upon cooperation with Hainan), etc. Private and individually-owned businesses include Qingxi Eggs Production Association, Jintai Garden, etc. Enterprises restructured from town-level agricultural departments include Xiangnong Company, Cen Lake Multiplication Farm of High-quality Fry for Special Aquatic Products, etc. According to statistics, the District has attracted US$13.84 million and over RMB0.1 billion investment in agriculture.
4. It has realized the standardized production and produced many safe, hygienic and high-quality farm products.
The District's industrialized agricultural enterprises have began to plan the standardized production, check the safety and hygiene of various links of the farm products such as the production, processing, transportation and sales, and try to create brands characteristic of the water town. By actively promoting the green and organic cultivation mode and after decades of hard working, the District has seen lots of high-quality farm products that are clean, hygienic and characteristic of Qingpu as a water town. Products such as Daying duck (raised for its meat) series products (the green products recognized by the Ministry of Agriculture), Zhaotun Bridge strawberries (under authentication for organic strawberries), Xiaonongfu corns, Quanjia diary products, Qinglian wild rice stems, Dianshan Lake freshwater shrimps, hairy crabs, reproduced eggs (preserved eggs and marinated eggs), Wugong rice wine, Lian Lake ecological soft-shelled turtles, Qingxi snap beans and Maota vegetable have gained a name near and far. Moreover, such high-quality farm products as Daying Duck, lean meat pigs, onions, Chinese onions, leeks and perilla leaves are exported to Japan, Korea, Southeast Asia, European Community and other countries and regions. The export volume of Qingpu's farm products ranks first among all suburban areas.
5. It has made great efforts to advance and serve the agricultural technology.
For years, the District has attached great importance to promoting agriculture by applying scientific and technological advances. Relying on technology and improvement of laborers' quality, it has sought to develop the agriculture and rural economy, and tried to optimize and upgrade the agriculture industry. Firstly, the seed source agriculture has been developed, as the quality competition of farm products in the 21st century is essentially the competition of good quality seeds. The project of high-quality seeds has bred "Taiwan Nongyou" melon and vegetable germchit, "Taiwan Fuxing" edible mushrooms, PIC boars used for breeding, "Qingtun No. 1" high-quality strawberries of Zhaotun Strawberry Institute, high-quality fry of fish and shrimp in Cen Lake and high-quality juvenile crabs. Thanks to the continuous provision of good-quality breeds for the agricultural structure adjustment and the active promotion of high-quality seeds and good methods, the output and quality of farm products have been improved generally. Secondly, efforts have been made in the agricultural technology services. Agricultural technology departments at the district, town and village levels have, by actively changing the mechanism and work-style, broken the traditional division of professions formed in the planned economic system, re-integrated the agricultural technology forces and built the new agricultural technology innovation and promotion system. According to the agricultural structure adjustment and agricultural industrialization needs, various agricultural technology promotion and social services have been carried out in line with the requirements of "show the farmers, tell the farmers, lead the farmers and help farmers in selling". Thirdly, education and training for farmers have been strengthened to improve agricultural laborers' quality.
Qingpu agriculture's development ideology in future
1. Development goal
Centering on the theme of increasing agricultural output and farmers' income, the District aims to give full play to its regional and product advantages and boost the industrialized operation of agriculture under the guidance of the policies of the 16th CPC National Congress. The District also plans to expand the production scale of a batch of high-quality farm products with the water town features, construct a few standardized production bases, foster and support those competitive leading industrialized enterprises and develop the foreign exchange-earning agriculture, eco-agriculture, travel and leisure agriculture and farm product deep-processing industry. It intends to build the agricultural layout of localization, professional production and industrialized operation, enhance the agriculture organization level and increase the agricultural output and farmers' income, so as to accelerate the modernization of agriculture in Qingpu.
2. Enhancement of industrialized operation
The District will give full play to its leading products' advantages and upgrade the product strength to industry strengthen, gradually forming the 3 major industries of its agriculture.
First is to develop its special aquatic products. The District will establish a large-scale breeding and supply base for special fry of aquatic animals, a large-scale production base and deep-processing base for freshwater products as well as a large-scale sales market for special aquatic products. Besides, the District will provide modern services for the aquaculture farmers such as good-quality fry of aquatic animals, technical guidance, market information and sales channel, so as to build a special aquaculture belt along the Dianshan Lake featured in freshwater shrimps.
Second is to boost its wild rice stem production. The District will try to make the prevailing wild rice stem production reach a new level by forming an industrialized operation chain of good quality seed cultivation, standardized production, product processing and sale as well as wild rice stem leave knotwork.
Third is to enhance its vegetable production. The plan is to advance the simple production and sale of vegetable, strawberries, melons and fruit to the vegetable and fruit industry by adopting good-quality seeds and germchit, standardizing the cultivation techniques, modernizing the processing equipment and branding the product sale.
3. Support of leading enterprises
According to the principles such as "selecting the best among the good" and "supporting those competent ones", special assistance will be given to 3 or 4 leading enterprises such as Qingxi Eggs Production Association and Cen Lake Multiplication Farm of High-quality Fry for Special Aquatic Products in a bid to quickly increase their output values to RMB0.1 billion or so.
