    2. You have a marriage certificate-issuance ceremony (no charge). Shanghai Marriage Service Center provides photo-taking service for newly-weds.

    3. Shanghai Marriage Service Center also provides ID photo-taking service, which is optional.

    4. Shanghai citizens are requested to bring social security cards. Shanghai Marriage (Adoption) Registration Center provides free service of changing marital information for the cards.

    Processing Time

    A marriage certificate will be issued immediately if the certificates and documents are effective and complete. Marriage registration will be refused if the marriage fails to comply with relevant regulations, and a written explanation will be issued.

    Qualifications for Acceptance

    1). Both parties must meet legal ages for marriage: a man above 22 years old and a woman above 20 years old

    2). Both parties should be of their own free will and without a spouse

    3). One party must have a permanent household register in Shanghai

    4). Both parties should have no direct consanguinity or collateral consanguinity within three generations

    5). Both parties should not suffer from illnesses with which they are not suitable to get married

    6). One party must be a permanent resident in Shanghai

    7). Both man and woman must go to Shanghai Marriage (Adoption) Registration Center together to apply for marriage registration and fetch a marriage certificate

    Application Materials

    1. Shanghai Citizen

    1).Household register and ID card

    2).Signed document claiming single status, no direct or collateral blood relationships with the other party within three generations (go to registration organization to fill a form for the statement)

    2. Citizens from Hong Kong, Macau and Taiwan

    1). Valid passport and ID card

    2). A claim of single status as well as no direct or collateral blood relationships with the other party within three generations (valid for six months) notarized by a notary organization at the place of residence.

    3. Oversea Chinese

    1). A valid passport

    2). A declaration (of single status, as well as no direct or collateral blood relationships with the other party within three generations) issued by a notarization organization or other authorities at resident country and approved by the consulate of People’s Republic of China in the country, or a document with the same content issued by the consulate of People’s Republic of China (valid for six months).

    4. Foreigner

    1). Valid passport or other identity documents

    2). A declaration of single status issued by a notarization organization or other authorities at the resident country and approved by the consulate of People’s Republic of China in the country, or a document with the same content issued by the consulate of People’s Republic of China (valid for six months).

    Notes:

    1). If documents are in a foreign language, you must also provide the translated version in Chinese by a designated organization.

    2). Submit three color photos of the couple (front and recent photos, upper body without hat, 2 inches).

    The above is also applicable for remarriages.

    Registration Procedures

    An initial check (on ID cards and certificates, documents in foreign language and Chinese, photos), then submit them for approval (filling in marriage application form), evaluation and registration (issuing marriage certificate).

    Charging standard and basis

    Charging basis: the regulations in (1992) Jia Fie Zi No. 249 Document jointly issued by the National Price Bureau and the Ministry of Finance

    Charging standard: A basic cost of labor and material of RMB9 will be charged for each couple.

    If the couple refuses to accept the civil administration department’s acts or decisions, they can apply for administrative reconsideration or litigation according to the “Administrative Reconsideration Law” or the “Administrative Litigation Law”.

    2. The Divorce Agreement must be written in Chinese.

    3. Shanghai residents are requested to bring your social security card. Shanghai Marriage (Adoption) Registration Center provides free service for residents who wish to change marital information for their social security card.

    Processing Time:

    A divorce certificate will be issued immediately if the certificates and documents are valid and complete and the divorce fully complies with relevant regulations. Divorce registration will be refused if the divorce fails to comply with relevant regulations, and a written explanation will be issued.

    Qualifications for Acceptance

    1). Two parties must be divorcing of their own free will.

    2). Two parties must have reached agreements on child raising, property and liability.

    3). The marriage registration of the two parties must be done in China’s mainland.

    4). Both parties must have full capacity for civil conducts.

    5). Both parties must go to Shanghai Marriage (Adoption) Registration Center together to apply for divorce and fetch a divorce certificate.

    Note: Each should submit two recent 2-inch, hatless photos.
