  • Xia Kejia, District Governor

    Deputies:

    In charge of the affairs of the Party Leadership Group of District Government and the overall affairs of the District Government; assisting the District Party Chief in the overall work as entrusted by the District Party Chief when necessary; being responsible for the affairs of the Office (the Government Offices Administration), the Research Office, the Qingpu Development Group, and the affairs related to finance, taxation, auditing, and personnel.

    Resume:

    Xia Kejia was born in August 1973. He is of the Han nationality, a native of Xuzhou, Jiangsu Province, and a CPC member. He was an on-the-job postgraduate, a Doctor of Management, and an associate professor. And he entered the service in August 1994. He is now Deputy Secretary of the CPC Qingpu District Committee, Secretary of the Party Leadership Group of Qingpu District People’s Government, and Qingpu District Governor.

    Previously, he was secretary of the CYL Committee of Fudan University, head of the Students Affairs Department of the Fudan University Party Committee, chief of the General Office of Fudan University, deputy secretary, secretary, and Party Leadership Group secretary of the CYL Shanghai Municipal Committee, and deputy party chief, deputy governor, and acting governor of Qingpu District.

     


    Zhu Mingfu, Deputy District Governor

    Duties:

    Assisting in the work of the District Government’s Party Leadership Group; in charge of the new city development and construction, and the affairs of the Development and Reform Commission (the Commodity Price Bureau, the Finance Office), the State-owned Assets Supervision and Administration Commission, the Supervisory Bureau, the Bureau of Statistics (the Investigation Team), the Administrative Complaint Center, the New City Company, and the Supply and Marketing Cooperative; assisting in managing the Bureau of Finance (the Purchasing Office), the Tax Bureau, the Auditing Bureau, and the Qingpu Development Group; and getting in touch with the financial units.

    Resume:

    Zhu Mingfu was born in October 1962. He is of the Han nationality, a native of Shanghai, and a CPC member. He is a postgraduate of the Party School of the Central Committee of CPC and an administration engineer. And he entered the service in July 1983. He is now a Standing Member of the CPC Qingpu District Committee, Member of the Party Leadership Group of Qingpu District People’s Government, Deputy Governor of Qingpu.

    Previously, he was deputy party chief and chief of Songnan Town of Baoshan District, party chief of Shengqiao Town, deputy party chief, town and party chief of Yuepu Town, deputy governor of Nanhui District and deputy director of Shanghai Lingang New City Management Committee, and deputy governor of Qingpu District.

     
     

    Hua Yuan, Deputy District Governor
     

    Duties:

    Assisting in Party group work of the district government; in charge of development and construction in the business area of West Hongqiao, protection, development and construction of the lake area as well as construction work of railway transportation, construction and transportation commission, planning and land administration, housing administration, the Civil Defense Office, Airport Authority, West Hongqiao Development Company; and contacting electric power, tele-communication, and post units.

    Resume:

    Hua Yuan, Han nationality, male, born in May 1974, is a native of Shanghai. Chen is a CPC member. Beginning to work from July 1996, Hua went through an undergraduate program and holds a degree of Master of Public Administration. Hua now is Standing Member of the CPC Qingpu District Committee, member of the Party group of the district people’s government and Deputy District Governor.

    Hua once was Chief of the CYL Yangpu Committee, Chief of the Party group, Deputy Chief of the Party Work Committee of Yanji Xincun Sub-district, Director of the Sub-district Office, Deputy Chief of the Party Work Committee of Wujiaochang Sub-district, Director of the Sub-district Office, Chief of the Party Work Committee, Chief of the Party Construction and Mass Department of the Shanghai Expo Bureau, Deputy Chief of the Shanghai Civil Affairs Bureau, Chief of the Shanghai Administration of NGOs and Deputy Chief of the CPC Shanghai Committee 610 Office.

     


    Chen Zhenhua, Deputy District Governor

    Duties:

    Public Security Sub-bureau, Justice Bureau, Branch of Ministry of State Security, Office of Emergency Management; assisting in safe production and complaints work; and contacting the District Committee of Political and Legislative Affairs.

    Resume:

    Chen Zhenhua, Han nationality, male, born in August 1957, is a native of Xinghua, Jiangsu. Chen is a CPC member. Beginning to work from March 1975, Chen went through the undergraduate program when holding a job. Chen now is a member of the Party group of the Qingpu District People’s Government, Deputy District Governor, and Party Chief and Director of the District Public Security Sub-bureau.

    Chen was once member of the Party Committee and Deputy Director of Baoshan Public Security Sub-bureau, Deputy Director of the commanding department of the Municipal Public Security Bureau, and Deputy Director and Director of the Municipal Center for Coordinated Action in Emergency.

     

    Yu Xufeng, Deputy District Governor

    Duties:

    In charge of the house and land acquisition and compensation, the public security regulation, the opinion and proposal treatment, and the affairs of Shanghai Municipal Greening and City Appearance Administration, Urban Administrative Enforcement Bureau, the Environmental Protection Bureau, the Transport Agency, the Urban Grid Comprehensive Management Center, the Foreign Affairs Office, the Legal Affairs Office, the Cooperation and Communication Office, the Overseas Chinese Affairs Office, the Taiwan Affairs Office, the Ethic and Religious Affairs Office, and the Earthquake Affairs Office; and getting in touch with the United Front Work Department of the CPC District Committee and the Archives Bureau.

    Resume:

    Yu Xufeng was born in November 1972. He is of the Han nationality, a native of Guangfeng, Jiangxi Province, and a CPC member. He graduated from university and was the Master of Public Administration. And he entered the service in July 1995. He is now a member of the Party Leadership Group of Qingpu District People’s Government and Deputy District Governor.

    Previously, he was deputy party chief and chief of Zhujing Town of Jinshan District, deputy secretary of District Discipline Inspection Commission and the director of the Supervisory Committee, party chief of Weizhen Town, director of the Management Committee of the No.2 Industrial Zone, and chairman of Weizhen Town People’s Congress of Jinshan District.

     


    Zhao Ming, Deputy District Governor

    Deputies:

    In charge of the affairs of the Agriculture Committee (the Fundraising Committee), the Human Resources and Social Security Bureau (the Administration of Civil Service, the Medical Insurance Office), the Civil Affairs Bureau (the Administration Bureau of NGOs, the Office of Aging Working Committee), the Water Authority, the Office for Letters and Calls, the Regional Office, the Meteorological Service, the Administration Institute, the Disabled Persons’ Federation, and the Modern Agricultural Park; and getting in touch with the army, the Anxin Agricultural Insurance, and the Social Insurance Center

    Resume:

    Zhao Ming was born in May 1966. He is of the Han nationality, a native of Shanghai, and a CPC member. He has the junior college degree, got the master degree in business administration, and is a second-grade teacher (secondary school). And he entered the service in July 1987. He is now a member of the Party Leadership Group of Qingpu District People’s Government, Deputy Governor of Qingpu District, and President of Qingpu District Administration Institute.

    Previously, he was deputy party chief, chief, and party chief of Malu Town, Jiading District, and the deputy party chief and director of Jiading District Water Authority.

     


    Jiang Renhui, Deputy District Governor

    Deputies:

    In charge of the affairs of the Education Bureau, the Health and Family Planning Commission (the Patriotic Health Campaign Committee), the Administration of Culture, Radio, Film & TV, the Sports Bureau, the Working Committee on Children and Women, the Red Cross Society, and the Cultural Law Enforcement Brigade; and getting in touch with the Publicity Department of the CPC Huangpu District Committee, the mass organizations of workers, youths, and women, and the Chronicles Office.

    Resume:

    Jiang Renhui was born in April 1971. He is of the Han nationality, a native of Shanghai, and a CPC member. He graduated from university and got the Bachelor of Engineering. He is now a member of the Party Leadership Group of Qingpu District People’s Government, Deputy Governor of Qingpu District, and President of Qingpu District Red Cross Society.

    Previously, he was deputy head of the Organization Department of the CPC Fengxian District Committee, director of the Personnel Representative Working Committee of the Fengxian District People’s Congress, director of the Fengxian District Institution Personnel Committee Office, director of the Management Committee of Shanghai Industry Comprehensive Development Park, secretary of the Party Leadership Group of Fengxian District Development and Reform Commission, secretary of the CPC Dingri County Committee of the Xigaze City of Tibet, and the secretary of the Party Leadership Group and the deputy director of Fengxian District Development and Reform Commission.

     


    Ni Xiangjun, Deputy District Governor

    Duties:

    Economic Commission (Commission of Commerce, Administration of Grain and Administration of Investment Attraction), Science Commission (Informatization Commission and Intellectual Property Bureau), Tourism Bureau, Safe Production Supervision Bureau, Branch of Shanghai Municipal Administration for Industry and Commerce, Branch of Bureau of Quality and Technical Supervision, Branch of the Shanghai Food and Drug Administration, the Administration Service Center, Industrial Park, Qingpu Park of Zhangjiang Hi-tech Zone, Export Processing Zone; and contacting the Customs and Tobacco Bureau.

    Resume:

    Ni Xiangjun, Han nationality, female, born in June 1967, is a native of Shaoxing, Zhejiang. Ni is a non-party personage. Beginning to work from May 1985, Ni went through the undergraduate program when holding a job. Ni is now Deputy District Governor of Qingpu.

    Chen was once Chair of the Jinshan District Association of Industry and Commerce, Governor of Tinglin Town, Deputy Chair of the CPPCC District Committee (non-standing), Deputy Chair of the CPPCC District Committee (non-standing), Director of the Administration Committee of Jinshan Industrial Zone, General Manager of New Jinshan Industry Investment Development Corporation, Deputy Chair of the CPPCC District Committee (non-standing), Deputy Director of the Administration Committee of Jinshan Industrial Zone, President of New Jinshan Industry Investment Development Corporation, President of Shanghai Jinshan Functional Zone Development Corporation, Deputy Chair of the CPPCC District Committee (non-standing), Director of the District Economic Commission, Director of the Commission of Commerce and Director of the Administration of Grain of the District.
