The district continues to carry out the strategy of "Developing the District with Science and Education" with the key aim to promote the creativity of science and technology in the area. Qingpu District passed the examination of "Nationwide Advanced District In Science and Technology Improvement" of provincial grade in 2003, and is applying to the State Ministry of Science and Technology for the re-examination.

The whole district has 26 public kindergartens, 26 primary schools, 30 middle schools with 29,000 registered students, among which 1 is a complete secondary school, 5 are senior middle schools and 4 are 9-year-programmed schools, together with 2 special schools.

Adhering to the principle of unity, stability, encouragement and positive propaganda, the broadcasting and television work of the district in 2003 was well controlled with the stress in propaganda to focus and expose the hot points and key concerns of the masses.

The whole district owned 380 medical and health establishments of various kinds and grades in 2003, among which 27 are public or subordinated to the district public health bureau, 4 are run by the local units, 33 are privately-run, 40 are run by enterprises themselves, 275 are village-run clinics, and 1 first-graded comprehensive hospital.

The physical culture of the district developed into a new phase in 2003. Athletes sent by the district won 8 gold medals in the nationwide top-level individual competitions (including Olympic events), keeping the leading position among the suburb districts. The district fostered 13 graded judges in the whole year, of which 8 are second-grade judges, 4 first-grade judges and 1 state-grade judge.

Present Status ---- The district has built a certain amount of fundamental facilities for the development of modern information technology in the past few years and they have played an all overall role in providing a relatively perfect hubbed network for the promotion of an electronic governmental administration, electronic commerce, electronic information industry, and the informatization of enterprises and town & community, public service of social information, etc.
