    In accordance with the general requirements of building a well-off society and closely adhering to the development objective of building Shanghai into a metropolitan city in the world, the district will speed up the urbanization of Qingpu to form a rational new laid-out of regional economy with fresh characteristics. The national strength will be further increased by doubling the total output value and financial revenue based on those in 2002. The development radius of various levels of a new town will be tentatively formed. The ecological conditions will be further improved with an urbanization rate over 65 %. A social affairs system of “Taking people as the foundation to achieve overall development”, a multi-leveled social welfare security system together with a legally-administrated social system will be tentatively formed, so that the living conditions and the living quality will be improved gradually. Rural residents will enjoy an annual income increase of 6 % or above. Every effort will be made to develop Qingpu District into one of the strongest, most vigorous and most beautiful districts in the overall development of Shanghai.

The Targets and Main Missions In 2002-2007:

    With the implementation of the overall targets there will be a certain amount of ventured projects in the municipal-graded industrial parks and their subordinates. The industrial characteristics will be more distinct with the integrated effects of the resources distribution. The construction of the tourist area around Dingshanhu Lake will be practically started in accordance with the planning.
